I think she can't. She's probably afraid that if she has an accident, it'll ruin her royal image or worse, many ponies including Twilight and Luna will see her have an accident. The hardships of ruling Equestria.

I know right. Ruling an entire kingdom is hard. I wouldn't take that kind of pressure. (P.S.: I don't know if Equestria is a city or a kingdom. Didn't watch alot of MLP)
